[Pkg-exim4-users] What does exim4 need after the network connection changes?

It should. I am not aware of any changes between sarge and etch that
deliberately break this behavior. And in fact, my notebook changes
network all the time, and exim behaves just fine.

Please try delivering a message by piping it to exim -d and see what
takes so long.
