If you use split-config, create a new file in /etc/exim4/conf.d/main/
setting SYSTEM_ALIASES_PIPE_TRANSPORT to address_file or directly edit
/etc/exim4/conf.d/router/400_exim4-config_system_aliases.

Use the example from /usr/share/doc/mailman/README.Exim4.Debian. It's
going to let addresses through to the other routers if they do not
match mailman addresses.
