No, restarting exim is fine, I am also "only" testing when restarting
exim and don't see the lookups. If you see them when restarting exim,
then we'll need to find out what our systems do differently.

I'd like to see your complete:

/etc/hosts
/etc/mailname
/etc/resolv.conf

for comparision.
