heirloom-mailx can do this with the following configuration file:

$ cat .mailrc
account foo {
  set from="Marc Haber <mh+pkg-exim4-users at zugschlus.de>"
  set smtp="localhost"
}

This will deliver outgoing mail via smtp to localhost with the
appropriate From: header and envelope sender.
