[Pkg-exim4-users] Additional addresses (or not)

I have an alias router that I want to use as a simple (static) mailing
list manager.

I've observed that secondary addresses appear in mainlog as

 ->

if they belong to the same domain, and

 =>

if they belong to different domains, despite which, no emails are
actually sent to anything other than the first address in the 'alias
list', for want of the correct term.

Can an alias router act as a simple static mailing list manager or am I
barking up the wrong tree entirely.
