Testing is often broken, that's why it's called testing. I would think. 
I have been told if you want the newest it is better to use unstable 
instead of testing. Since fixes to broken things will enter much more 
quickly to unstable whilst it can take weeks to enter testing. Of 
course, if you run an email server you should ideally use stable.
