Until proven otherwise, I say "this cannot be true on a system with
unmodified configuration from original exim4-config package".

The contents of dc_localdelivery gets transferred to the macro
LOCAL_DELIVERY by update-exim4.conf. LOCAL_DELIVERY is referenced in
the real_local and local_user router as the value of the transport
option and thus select the transport to be used for delivering these
messages.

Sensible values are therefore maildir_home and mail_spool.
