Either that, or some missing ones.

Do you still have a copy of the old working exim4 configuration for
Debian 5.0?

If yes you could simply echange your broken /etc/exim4 with the backup
copy and install exim4 from backports.org.

If not I would go through the painful reinstall route:

dpkg --force-depends --purge exim4-config
apt-get install exim4-config
