It seems that you told your exim to use cox.net as "default domain"
which is appended to every "unqualified" address. This way, "root" is
expanded to "root at cox.net". As your exim does obviously not feel
responsible for mails addressesd to this domain, it tries to deliver
it using the smart host.

What does your /etc/exim4/update-exim4.conf.conf look like?
