This macro only instructs Exim not to require an encrypted (using STARTTLS) 
connection when authenticating itself to a smarthost.

I don't see Exim in the picture here.

Please describe your setup in more detail. Are you trying to set up a path 
like this:  Evolution -> Exim host -> smtproam.pacific.net.au ?
