the problem we've found has to do with an improperly constructed
firewall - we're blocking ourselves.

the article was helpful though because it got me thinking and try
looking at being able to send emails directly with 
exim -v -odf
and learn about several other commands such as
exim -bpu and exim -Mrm to work on the queue (which i guess is where all
the unsendables end up being 'recycled')

once we get the firewall working right, i think all will be well.
