I think there is a good reason, yes.
- Modular works good at minimizing the number of dpkg-conffiles
  prompts. However it breaks horribly when there are more invasive
  changes in the configuration like reordering routers when
  local changes are present.
- Monolithic will show prompts more often but will not end up with a
  breaking mixture of "new" and "old" configuration.
