the problem is the sed command, which adds 
exim_version =
before the first line containing primary_hostname. Obviously this
produces a configuration file which is valid only for versions of exim
that actually support this option. /usr/share/doc/exim4-base/spec.txt.gz
will show whether the local version does.

Indeed, exim_version can be set only in newer versions of exim.
