Thanks for doublechecking that -v 1 is not necessary.

For the current Debian exim packages we are using 

condition = ${run{/usr/bin/spfquery.mail-spf-perl --ip \
              ${quote:$sender_host_address} --identity \
              ${if def:sender_address_domain \
                {--scope mfrom  --identity ${quote:$sender_address}}\
                {--scope helo --identity ${quote:$sender_helo_name}}}}\
              {no}{${if eq {$runrc}{1}{yes}{no}}}}

i.e. we are using the "Preferred usage" instead of "Legacy usage"
options and we check either helo or mail-from.

(I think the first --identity should be deleted, BTW)

Actually that was already present in 4.92-8+deb10u4 - I guess you need
to merge in Debian's configuration changes into your local
configuration.
