Your server has been considered "down" for quite some time so that exim
doesn't retry immediately. Do you get some information from exim -Mc
<messageID>?

What do your logs say when you force delivery with exim -M <messageID>?
(This might destroy evidence we might need to debug retrying, but it'll
get you some logs)
