[pymvpa] PyMVPA 0.2.1

Hi,

I'm happy to announce the new maintainance release 0.2.1 of PyMVPA. It
mostly improves the documentation on howto build and install PyMVPA. It
also contains several improvements for compiling PyMVPA on Windows (with
MinGW). Due to those improvements, there is now also a binary installer
for windows available from the file release system.
