[pymvpa] Tip of the day: MVPA_SEED

If you like to have full unittests battery be done in a fast manner --
run with magic seed 14, e.g.

MVPA_SEED=14 make unittest

if you like to run for coffee and come back to enjoy the final message
being printed on the screen run with seed 4. With 14 it takes 45sec on
my box (without -O) and with 4, it takes nearly 20 times longer --
