[pymvpa] minor ANNOUNCEMENT: bugfix 0.4.8 release

Dear PyMVPA-ers,

We have released (a year after 0.4.7) a very minor bugfix release for 0.4.x
series.  Since the event is not that prominent, I will not go into
details besides that Debian packages are as always available in Debian (sid),
NeuroDebian;  Windows installer from
https://github.com/PyMVPA/PyMVPA/downloads, GIT on github carries the tag.

Everyone is still encouraged to migrate to PyMVPA2 "where the wild things
are".
