I've also tried fglrx with 2.6.31 and indeed this problem exists. It is 
"introduced" by 2.6.31 but it is easy to fix. However, the fglrx driver is 
unstable and causes freezes. For me (ati 4870) it freezes instantly with an 
oops when I run glxgears or fgl_glxgears. Others get freezes without even 
trying. There is an unofficial 'ubuntu' preview-version of fglrx 9.10 which is 
said to be working with 2.6.31.

The freeze only affects the screen. The system is operational and can be 
rebooted via network.

I suggest downgrading to 2.6.30 until 9.10 is released (that's what I did).
