This is how I compiled the package:

dpkg-buildpackage -rfakeroot -b

the output of dpkg-buildpackage nowhere indicates to actually do any 
patching.
the last entry in changelog:
fglrx-driver (1:10-4~prerelease-1) UNRELEASED; urgency=low

   * Use a better reference for known supported hardware in the fglrx 
manpage.

   [ Patrick Matthäi ]
   * New upstream pre-release.
     - Segfaulting of the driver is now fixed.
