so the problem is that the submitter does not have a fglrxrc file on
his system (how he lost that, who knows). we should be able to fix that
by testing for the presence of each file to preserve, rather than
basing it on whether the /etc/ati directory exists.
i'll take a look at that when i get a chance. i'm lowering the
severity since this state is likely due to something this particular
user did wrong.
