[Pkg-fglrx-devel] Bug#609617: fglrx-source: Does not build without CONFIG_IA32_EMULATION=y

If one wants a kernel without the potential security nightmare that is
CONFIG_IA32_EMULATION, one must do without fglrx, as the driver will not
build without CONFIG_IA32_EMULATION=y.

fglrx needs to detect that it is building with CONFIG_IA32_EMULATION
undefined, and skip its ia32 emulation code.
