[Pkg-fglrx-devel] Simplified debian/rules

Hi,

I did some work to simplify the package's rules file.  I've tried to
make sure this hasn't introduced regresions and/or dropped files, but it
would be good to have another set of eyes looking at it since it's a
pretty big change.

Also, the automatic call to dh_makeshlibs is creating useless calls to
ldconfig in fglrx-glx's post[inst,rm] causing lintian warnings.  I'm not
sure what the right way is to correct that.  Simply skipping
dh_makeshlibs causes a set of worse lintian errors.
