The files are in /usr/lib/fglrx
However the driver is most definitely looking for files there, I ran
a strace and it clearly is trying. Running strings on fglrx_drv.so
also showed this directory. That is even the file in the source
archive at xpic_64a/usr/X11R6/lib64/modules/drivers/fglrx_drv.so
I have the entire strace output, but the bit where it all goes bad is
just a few lines:

I even tried building the packages myself to see if that helped, it
didn't :(
