I think this is an issue with non-free packages in backports right
now.  You can build your own 32-bit packages (if you have the
backports deb-src archive set up):

$ sudo apt-get build-dep fglrx-driver
$ apt-get source fglrx-driver
$ cd fglrx-driver-*
$ debuild
