Why? Couldn't we just release with the translations we got so far? Or no
translations at all?

Modifiying code will require a freeze exception, just adding more
translations easily gets one.

There is no tarball in SVN.
There is no tag in SVN, again.

Concerning git: so far I haven't found a good workflow that works like
SVN + svn-buildpackage + mergewithupstream mode
