I don't see how this is related to multiarch.

You have 32bit libgl1-fglrx-glx and it depends on 32bit libfglrx.

No multiarch involved whatsoever.

FWIW the Mesa DRI modules do not depend on Mesa nor Mesa on the modules
but there is use for Mesa without DRI modules.
The sole purpose of libgl1-fglrx-glx is to load the fglrx module but it
does not depend on it.
