I've looked at this package again, and I think now it is of very
little interest.

This package does not compile out of the box since it needs either:
1. framewave, which has been remove from debian (framewave is
considered deprecated by upstream)
2. a particular ffmpeg version (with img_convert)

So this package should only be studied at source level to use AMD
X-Video Bitstream Acceleration that's all.
