[Pkg-fglrx-devel] Bug#734410: fglrx-driver: version-substvar-for-external-package lintian errors

The ${fglrx} and ${fglrx:legacy} substitutions in the control file
lead to an odd lintian error:

The package should be using a debian/control.in that gets converted
into debian/contol where those are replaced with real text.  This
change was made a year and a half ago.
