Reading that old bug report again (#745622), there is an apt issue with
wheezy -> jessie multiarch upgrades that worked significantly better
with the Breaks in that form. Given the fact that we will likely
backport this version to jessie-pu, I'll revert this change for now, and
we can revisit it afterwards. In a short test I couldn't get mismatching
(mixed-arch) versions of fglrx-driver and libgl1-fglrx-glx installed
(which was the original reason for these Breaks IIRC).
Both packages now have a strictly versioned Depends: libfglrx (=
$BINVER), but maybe that wasn't always the case (or was not sufficient
for multiarch in earlier times).
