The DKMS is unable to build the module for kernel 4.9.13, which is the latest 
4.9 kernel in Debian Backports (4.9.13-1~bpo8+1), found in packages:

* linux-image-4.9.0-0.bpo.2-amd64
* linux-headers-4.9.0-0.bpo.2-amd64

The output of dkms is the following: 

# dkms build -m fglrx -v 15.12 -k 4.9.0-0.bpo.2-amd64
