I can only advise you about the Debian menu entry. Since fontforge is
(more or less) an image editor (if we see each glyph as an image) it
belong in "Graphics". The section "Editors" is reserved for editing
text.

As far as the .desktop file is concerned, the relevant standard is
<http://standards.freedesktop.org/menu-spec/latest/apa.html>

Note that this list does not mention "Application" and "Editor", so the
Ubuntu desktop file is not valid.  

I would suggest you use
Categories=Graphics;

However, there is no Debian standard about how such categories will be
used and which programs should provide a .desktop file.
