Upstream suggests specifying Western Panjabi instead of just Panjabi so
as to avoid misleading descriptions.

"Panjabi" by itself, with no regional qualification, would by default be
assumed to mean Eastern Panjabi as used in India, where it has its own
script (Gurmukhi).  If a font was reported as supporting "Panjabi",
people would most likely expect it to support the Gurmukhi rather than
Arabic character repertoire.

Does defoma have a set list of expected locations or are these intended
to be human-readable?

I have to admit I haven't found much in the documentation about what the
Location fields in defoma are expected to be. Care to give pointers
about what was your research is based on?
