Conventionally, packages using fontconfig install their configuration
files to /etc/fonts/conf.avail and then symlink them into ../conf.d (see
/etc/fonts/conf.d/README .)  ttf-liberation installs its file directly
into conf.d -- the only package on my system to do so.
