Actually, they shouldn't be in the Private Use Area, they should be
unencoded. Since the glyphs are accessed via their glyph name and not
the codepoint, assigning codepoints to them is entirely useless.
These ligatures are necessary for all indic scripts and for many East
Asian scripts as well, like Thai, Lao, Khmer. All these ligatures are
not encoded in Unicode (and will never be).
