Prohibit is not correct summary (I only read English license).  

They put conditions and restrictions which Debian can accept.
We distribute with source and patch.  We pass their condition.

Is your assertion based on Jun's comment or based on the whole original
license?

Besides...

Just because we can patch dos not mean this is aggessively patched.
This IPA font upstream is conservative.  This ttf-takao seems to be
aggessive.  What's wrong to have both? We may get funky emoji used on
Japanese cell phone ...
