Unfortunately yes. There was a discussion about a "Supersedes" header
a while ago that would solve this, but nothing came of it.

It was a bit short-sighted of Debian to not use a more generic name
for that, but it is the best that we have and there are plenty of
non-library packages using that section. In any case hopefully
sections will be going away at some point to be replaced with debtags.
