Doesn't look like the alioth folks will be installing the required
software any time soon so I worked around that by downloading the
required debs and installing them in a local directory.

At the same time I added in a hack so that running the script will
only update the web pages at the end of the review. This should
prevent the PTS maintainers from getting the occasional email about
the yaml file being missing. This is just a hack, ideally the script
should be rewritten.

Doing a full run now and will enable a weekly automatic run.
