I don't know if any font has *full* unicode coverage. I think GNU 
Unifont comes closest to this (but you already know about it), GNU 
Freefont does also have a decent coverage, and last but not least Dejavu:

To be honest, I don't think Debian needs packages of a "bastardized" 
font that is composed of other fonts that are already packaged in 
Debian. No offense intended, but I understood that this is what you 
proposed to do.
