You may also consider appending to that -Sextreme -z9, which corresponds to
something like `xz -9e foo.bar` on the command line.

For some visual feedback, I have hardwired xz -9ev whenever I need to
compress something with xz. :)

And, yes, for arch all packages, the burden in on the uploader (as long as
we don't drop the binaries that are uploaded to the archive, as was proposed
some time ago).

That's not to mention that xz packages use, generally, less CPU than if
using bzip2.
