Honestly, I don't know. I'd say, keep them in the source tarball, but
ignore them in the binary packages. Maybe they turn out usefull some
day and we'll be glad that we have kept them in. Until then, let's
just ignore them.
Generally, I'd always have a look at how other distros handle files
like these. My first source of inspiration is often Fedora, followed
by Gentoo, then OpenSuse and then Arch. ;)
