In a science fiction universe, negative time is that I tell you that you 
yesteday (day 0) that I want a change in a package, and you not 
addressing that need a week later (day 7) but use your time machine to 
address it 4 months ago (day -120).

In our boring physical World, negative time is only a theoretical 
explanation for some phenomena in Quantum Physics, and what is goin on 
in our macro cosmos is simply stuff like what I wrote below :-)
