I believe broken recommendations is an RC bug too.

It might be that current auto-removal scripts don't include that, but 
that would then arguably be a bug in itself: If you want to not rely on 
the existence of a package, you need to suggest it (or use Enhances: for 
the inverse relation where appropriate).
