I notice that you chose to package the biggest flavor of single-locale 
OTF files, whereas I packaged the multi-locale TTC file.

Please test my packaging and tell if usable for you, or if not file 
separate bugreports about which issues you encounter (what programs you 
cannot use it with or similar) so we can judge if relevant to extend 
with another flavor of the CJK fonts.  My packaging is not yet approved 
by ftpmasters but available at 
https://debian.jones.dk/pkg/printing/fonts-noto/
