yeah, code-point squatting seems to be the name of the game, but it
seems strange for debian as a project to weigh in here -- this is by
definition not an interoperable standard. 

if you do decide to go ahead and add the swirl to part of the PUA of a
font that is in debian, please do report back here, though, so that
someone can update the wikipedia page, and other font developers can
know and decide whether they want to follow suit.

If anyone wants to suggest that the debian swirl itself belongs in
unicode proper, this is the place to start:
