FWIW, I agree with Adam here.

If upstream states that 'all these files are collectively licensed as
GPL-3 and copyrighted collectively as "The Fontforge Authors".' then a
general first stanza like

Files: *
Copyright: The Fontforge Authors
License: GPL-3

is the right way to express this in debian/copyright.
