It can. Actually I considered precisely that split when working with the
issue, but when noticing that the accumulated size of those 7 files is
only fractionally greater than the size of NotoSansCJK.ttc, I proposed
that all of them are installed with fonts-noto-cjk.
If you still choose to split it as above, I suppose you should let
fonts-noto-cjk-extras depend on fonts-noto-cjk.
