For a license not listed at SPDX (as referenced in the copyright format 
1.0 documentation) you will need to invent your own shortname.  For a 
license closely related to an SPDX license and therefore likely derived 
from it, I would reuse the SPDX name with an added ~foo suffix, to 
indicated the relationship.  Here I would use "Expat~Digital".
