All right. I created a README.Source with tarball update instructions.

Since README.Debian did not convey any information beyond what's in
README.Source, I removed it. It seems most Debian font packages don't
distribute a README either, so that's probably ok?

The updated package is up on
https://mentors.debian.net/package/fonts-open-sans in case you'd like to
review it again.
