Ubuntu currently ships fonts-noto-cjk by default on all desktop installs.

It should be noticed that monospace is included in 
NotoSansCJK-Regular.ttc, but not in the region specific .otf files. The 
OTC format is space efficient.

Sounds reasonable. A package split as you suggested in bug #823374, with 
Regular and Bold in the main package and the other weights in an -extras 
package, would be easy to adapt to on the Ubuntu side. From an Ubuntu 
POV I think this is the preferred path.
